Can I create a RULE to disallow cards moved to Completed List if any Checklist are still open?

We use Checklists a lot. Most every board has a Completed list. We'd like to ensure that all Checklist items are actually checked off before allowing a card to be moved to that list. Is this possible? How?

@daryn reif This Butler command will do it:

when a card with an incomplete checklist is moved into list "Completed", move the card to the previous list on the board
