Can I have multiple boards / workspaces in STANDARD and work with different people in each - or do I need PREMIUM for that to work?

You can have multiple boards with Standard version as well.

I'll add that you can have...

  • up to 10 board even on a Free plan, more boards on Standard or Premium plan
  • your plan is attached to a single workspace
