@Leah Nugent Sounds like you are not the owner of the board.  Who set it up originally, you will need to work with them to reopen it.  

Here is the instructions for them to reopen the board - https://support.atlassian.com/trello/docs/reopening-a-closed-board/ 

You can then have the transfer the board to you account so you are the owner - https://support.atlassian.com/trello/docs/how-to-transfer-board-memberships-to-a-new-account/
