Add users to free plan

I have a free plan on Trello with only 8 users. I believe that the limit is 10 users for the free plan. However, when I am trying to add a new user, the tool is not allowing me to... 

A few weeks back, I had 10 users but I removed 2 collaborators because they no longer work on the project.

What can I do to add new collaborators / users to my Trello board.

Please keep in mind pending invite will also Count and it's common Problem.

Thanks @Arkadiusz Wroblewski. You directed me to something where I was able to resolve the issue. There were members not assigned to the board but still part of workspace... after removing them completely, I was able to add more users.
