I have lost access to the email associated with my old Trello account, and am therefore unable to log in or access my boards, as I can't verify my login.
Is there any way I can view the boards of an inactive account, or transfer the account to a new email?
I do not need to make any changes, I just wish to copy some notes I don't have written anywhere else

Unfortunately, if you’ve lost access to the email linked to your old Trello account, and can’t log in to verify, Trello won’t let you view or transfer anything from that account. They’re pretty strict on security (understandably), so without access to that email, they can’t confirm it’s really you.
If your boards were shared with anyone else, you might get lucky and ask them to copy or share the content with you. But if it was all private and you're the only member... it's kinda locked away in Trello.

The only way to access a board is to recover your account and transfer the board:
