How ask a developing question?

I want to ask a developing question. 

I couldn't find any link to do it. So I went here: https://community.atlassian.com/t5/Answers-Developer-Questions/qa-p/answers-developer-questions

Then I click on 'Ask the community'. But there is no subject in the dropdown about developing questions. Can you please guide me on how should I do that?!

I even nowhere should I ask this question. I put it in 'training-and-certification' catalog which I am sure is wrong. But where should I put it?!!
