I have completed Atlassian Technical Sales Profession course on Nov 10th,2019. However still not recevied the certifcate or badge. and not seeing the same in portal as well.

the Atlassian Technical Sales Professional accreditation is relevant for Atlassian Solution Partners. Do you hold the two needed certificates as well? This is (still) a requirement. Please have a closer look at the available Accreditation Status Report in the Partner Portal to check the status of your accreditations. On the same page is a link to open up a support ticket with the Atlassian Partner Service Desk. :)
