Can a board admin be an observe

My team is set up with an office account that serves as a placeholder should employees leave and then two employee accounts that actively participate in the team boards. The office account doesn't really DO anything, so I'm wondering if I can make that account an observer with the permission to comment.

This would save on my overall account charge as well as those plugins that require a per board, per user fee.
