Um, install it and run it on both machines.

I'm not sure what you are really asking about here - Sourcetree is software that you can run on a lot of devices.

do you need two accounts to do this I want to use my PC and laptop for game development 

I want to do some work on my PC and then when I am away from home I want to be able to continue developing on my laptop
