Same issue when trying to refresh OAuth token via Source Tree 3.0.8

Tools -> Options -> Authentication  tab -> Accounts -> Add (Edit Hosting Account screen) -> Refresh OAuth Token

Are you running bitbucket on your machine, along with this browser?  Check it is actually running first.

Connection refused means that it is, at best, only partly running.

What, exactly have you got running on this machine?  Can you fire up the task manager and check that there is a bitbucket process on the local machine?  I don't have a Windows install of bitbucket to hand, so I can't tell you exactly what to look for, but check for bitbucket first and java second.  One of those two will find it.
