Sourcetree has no server component at all. It is a free desktop Git client that runs locally on your machine, so there are no server specs to plan for.
What you may be looking for is the system requirements for the Windows client: Windows 10 or later (64-bit) and .NET Framework 4.6.2 or later. Sourcetree installs its own embedded Git and Mercurial, so you do not need those preinstalled. Disk space depends almost entirely on the size of the repositories you clone, not on Sourcetree itself.
