I can't get registered in sourcetree thru bitbucket , localhost doen't grant access in windows 7

As I see from faq , this is a current problem - neither Windows 7, nor 10 grant me access in sourcetree through bitbucket account. My browser is Chrome, it writes that localhost can't open, when the internet connection is alright. I am a very beginner , what can i do? Thanks
