File selection changes automatically

When I'm reviewing my unstaged files for commit, once in a while a refresh happens and the selected file I was reviewing on the right pane jumps over to another one forcing me to reselect the previous file again. This happens even when the Refresh option is unchecked in the preferences. Is this normal behavior or am I missing something here?

There are two settings in Tools\Options\General that might affect this:

1. Refresh automatically when files change (I guess this is the one you have off)
2. Check default remotes every N minutes (I would expect the background fetch to come with a refresh)

I'm not sure what qualifies as "normal", but this happens to me all the time.
