Cant login in installation step, Win 10

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
Used to read all stack overflow, but still cant login. After extraction of .exe file (admin mode), no matter of what login and password was in login panel, preloader get frozed.
In all versions (!) and old ones.
Thy message in confic was:
