To which apps are you trying to add Rovo to? What is/are the current plan/s for the app/s?

JIRA and Confluence , as part of bugbounty i wanted to do some testing on ROVO chatbot , Mine it is free

This is why you can't access Rovo. Rovo is free only from Standard and above tiers. You can start a free trial that lasts for two weeks then you would have to pay in order to have Rovo available.
