why is it so difficult to create an attlasian site for any of the attlasian products?

hello there new to atlassian 
i have been trying to use some atlassian products escpecially rovodev and ive fulfiled all requirements but i seem to not be able to create a site 
why is that

the Rovo Dev Team have made some changes to how Credits work and also the pre-requisites for site creation.

@davyn you’re not alone—there have been recent issues and changes affecting site creation, especially for Rovo Dev. In many cases, this isn’t user error but a backend provisioning issue (often with a Trace ID). If you’re seeing generic errors, support is the right path—but it’s not just “requirements,” there have been rollout-related hiccups impacting new site creation.
