I'm just going to move this question to the Rovo app group so folks there can maybe jump in on this.

In the meantime, have you checked permissions related to Rovo Dev Agents? Basically, to use this, you need to be added to specific groups in Atlassian Administration for it to work > see Set up Rovo Dev Agents
