can i use or subscribe for only rovo dev standard for my self as solo developer without team and work email ? i like the rovo dev coding agent that i experience for last 2 month

No, you cannot. Rovo dev is being applied for the entire organization, not for individuals.
To add to @Nikola Perisic comment: You don’t need a large team, but you do need an Atlassian account associated with an org (even a personal one). A work email isn’t strictly required, but billing and entitlement are handled at the org level. There’s no “solo developer” plan yet—many individuals create a small personal org to keep using Rovo Dev.

You can have Rovo Dev as a solo developer. You do not need to be part of a team to use it. The product is available for individual use, and many features (like code review, code generation, and automation) work perfectly for solo workflows.
You only really need:
- an email address
- an Atlassian cloud site (either Jira or BBC)

Currently, it is not possible to view or use Rovo Dev Standard for individual use only, without a work email or without being part of a team. Rovo needs to be activated by an administrator on an Atlassian site. Therefore, solo use with only a personal email is not supported.

As far as current availability goes, Rovo Dev isn’t offered as an individual or solo-developer subscription. It’s designed to be enabled at the organization level, which means you need a workspace and a team-managed setup to use it.
Hopefully Atlassian adds a solo plan in the future, especially for independent developers who want to use the coding agent, but for now it can’t be subscribed to as a single user without an organization.
