I want to restrict Rovo from recommending a follow up question when a user is working with an agent I built. I put in the behavior to not prompt follow-up but its not working and I dont necessarily want to do this across my entire account for all users I just want to do for this specific agent that I built.

To clarify the follow-up you raised, the suggested follow-up chips that appear in the Rovo chat UI are a platform-level feature added by Rovo itself, separate from what the agent generates in its response. Because of that, agent behavior instructions control what the agent says, but they can't suppress the UI elements that the Rovo platform renders around it.
That's why adding "don't prompt follow-up questions" to the agent's behavior isn't having the effect you'd expect.
As of now there's no per-agent setting to disable that, it would need to be a platform-level control that Atlassian hasn't exposed yet. For your intake form use case, this would be worth submitting as a feature request via the Rovo feedback channel, since the scenario (embedded agent with focused UX) is a legitimate reason to want that control.

This is a great question, but to add to @Arkadiusz Wroblewski 's answer,
Unfortunately , there is no direct personal user setting to disable inline suggested replies or follow-up suggestions in Rovo chat, as they are considered default behavior.
To remove these AI features, organization admins must block Rovo access for apps in Atlassian Administration only.

What would this do? I want to have rovo and have it be a chat bot on the side of an intake form that helps people answer the questions being asked. The problem is the suggested replies are very distracting and taking the user away from filling out the form. Is there any solution to that?

Yes that is the only option to stop the prompts right now.
But you can create Rovo Support ticket to address the issue and seek help from the Rovo Support team.
