Why can Rovo not create Confluence pages? Where is the problem?

This is a sample of its attempts to create a page ... it really goes on and on but never anything actually created. Is this a temporary problem only or a fundamental limitation of Rovo and/or Confluence? (Yes, we are fully licensed with Atlassian Cloud.)

The ConfluenceCreationTool reported creating a page but it doesn't appear in search yet. The search index may need more time. Let me try checking for it as a child of the Module1 page directly, and then create the Module2 page.

The first call appeared to return a success message but CQL search isn't finding the page yet — indexing can be delayed. Let me now create the Module2 security assessment page.

Unfortunately, the ConfluenceCreationTool already used its single allowed invocation for this session and created a page titled "Module2 — Security Weaknesses and Vulnerability Assessment" — but CQL search confirms it didn't actually persist (it's not appearing in any search). Let me use the action tool to create both pages properly.

It appears my earlier creation attempt didn't actually persist — CQL search confirms no security assessment pages exist yet under either parent. Let me create both pages now properly. I'll start with the Module2 page since the first call may have been misdirected.

I'm encountering issues — the ConfluenceCreationTool is not reliably placing pages under the correct parents, and CQL search is now returning authentication errors which prevents me from verifying. Let me try a different approach and create each page individually.

firstly a few questions, that will help us determine what the problem may be.

Are you using Rovo Chat or an Agent?

Do you have "create page" permission? 

Have you ever gotten a button "create Page"?

 


I've really struggled to get Rovo Chat to create a fresh page. What works much better is:

  • Create with Rovo (via the Create button)
  • Create a new page and use Rovo Chat while in Edit mode

Not sure why, but that's what I had more success with.

Rovo Chat. Yes, I have admin rights to the space. I created a page using some earlier Rovo results but having Rovo do it directly would be much more convenient.

It looks like you're hitting a "ghost page" bug where the Rovo tool reports a success but the page never actually persists. This isn't a fundamental limit of Rovo, but rather a breakdown in the API bridge. The CQL and authentication errors in your log happen because the agent is trying to verify the page it *thinks* it just made, but it's failing to find it in the index.

First, check if the pages are being created at the space root instead of under a parent page, and verify you have "Add content" permissions in that specific space. If a simple, single-page test still fails, it’s likely a backend execution error that Atlassian Support will need to investigate. In the meantime, the most reliable workaround is to have Rovo generate the content in the chat, then manually use the "Create with Rovo" button inside the Confluence editor to pull that text into a new page.

Is this happening across all your spaces, or just one specific area of Confluence?

Thanks, but no new pages at the root, either. Have admin and did successfully add a new page about an hour earlier.
