My Analytics page in Jira Admin notes that I have a handful of Rovo users but literally impossible to see who they are? Where is this hidden in the Admin interface?

Under Admin -> Rovo Insight
There is a button to export to CSV. you get the users by ID.

User IDs are binary strings in the csv file? How do I get the named user?
Sadly you cant. due GDPR laws you will only get the IDs.
Either you use the API to query the IDs and get the name

Or go to the admin dashboard (admin.atlassian.com-> you need to be org admin for this)

The string in bold is the user ID. change it to the ones you get in the CSV.
