There was a bug detected in a new file locking mechanism for the config file.

We have a release going out soon to fix this!

@Van Madhavan and @Anon Null This was a real Atlassian-side bug in Rovo Dev CLI v0.13.46. Atlassian confirmed the new file-locking mechanism caused the config.yml.lock could not be acquired error, and said it was fixed in v0.13.47. So the right advice is to update to the latest Rovo Dev version and retry rather than keep reinstalling or debugging locally.

ROOVODEV is not starting only and it just started happening from today. Tried another laptop but no luck. Seems to be something wrong with the new version.
