I would like to delete the organization hitrustalliance-team-uowcvboq.
There is only 1 user and the only app left is Rovo.

despite what @Jorge Cammarota says, there is no self service option to remove Rovo from an Organization.
The Feature Request remains open: https://jira.atlassian.com/browse/ROVO-144
As you already noticed, an Org cannot be deleted while there is still an App installed. You can however try to have it removed via a Support Request.
I've not tried it myself and haven't seen reports on whether it works. So if you do try and have success, please let the Community know by answering here :)

Just to add to my previous answer: I've tried going via the Support yesterday and they were super helpful, so Atlassian Support is the way to go :)

Good evening, follow these steps and see if you can complete the process.
How to remove the Rovo app from your organization
This depends on where Rovo was installed:
Go to:
At the top, select the site/organization corresponding to hitrustalliance-team-uowcvboq.
Go to Products → Manage apps (or Find new apps / Manage apps, depending on the language).
Under Installed apps, locate Rovo.
Click … → Uninstall or Remove.
Confirm the removal.
After that, wait a few minutes and try the organization removal steps again (below).
How to delete the hitrustalliance-team-uowcvboq organization
Generally, to delete an Atlassian Cloud org:
Go to:
Select the hitrustalliance-team-uowcvboq organization.
Verify:
No active products (Jira, Confluence, etc. must be canceled/deactivated).
No apps installed (such as Rovo) – done in the previous step.
In the left menu, go to something like:
Organization → Organization details or
Security / Organization settings (varies slightly by UI).
Find the Delete organization option.
Confirm the deletion (usually requires accepting terms and typing the org name).
If even without users, products, and apps the delete option still doesn't appear, the solution is to open a ticket directly with Atlassian support informing them of:
Organization name: hitrustalliance-team-uowcvboq
That there is only 1 user
That the only remaining app was Rovo and it has already been removed
That you wish to delete it completely
