After going through some Rovo workshops and experimenting with creating and updating agents, I was ready to build specific agents to assist with my daily tasks. I am an Org Admin and was hoping to have agents assist with the more straightforward, repetitive tasks.
I was both surprised and a little disappointed to learn that Rovo and Agents cannot access the admin.atlassian.com functionality, even though I would be using the agents with my Org Admin permissions.
Was the omission of permitting agents to help with Org Admin duties purposeful, or is the ability going to be part of future releases of Rovo and AI?
If it is possible and I have missed the instructions or documentation, I would be delighted if someone would share how they have enabled an agent to have the skills to perform Org Admin tasks.
I asked Rovo chat if this is possible for an agent to do, and here is Rovo's reply:
Org Admin functions (user management, security, billing) are reserved for human administrators and cannot be delegated to Rovo agents.
There is no evidence or documentation supporting the ability for Rovo agents to access or perform Org Admin tasks in Atlassian Cloud.
Can you confirm my findings or share your solutions? I eagerly await your reply.
Yes. And even with Forge Agents you won't get far. Both the Organization as well as the User Management API don't allow access via Forge:
Forge and OAuth2 apps cannot access this REST resource.
One of the TEAM 25 summaries did include this vague announcement though:
COMING SOON Rovo skills for admins. Rovo will soon help admins speed up and
offload many of their day-to-day tasks so that they can focus on the strategic
initiatives that mean the most to them. Think of it as their co-pilot—ready to
troubleshoot issues, clean up tokens, manage users, and take on the repetitive
admin tasks that eat up their day.
@Rebekka Heilmann _viadee_ Thank you for the vague announcement. That means this is hope it could happen in the future! I can't be the only one who sees this as a great advantage to Org Admins. If someone who is not an Org Admin tried to execute an Agent that requires Org Admin permissions, it would simply fail. Don't see much risk and a whole lot of gain.

Thanks so much for sharing your experience and for pushing on how Rovo can help with repetitive admin work — you’re very much aligned with where we want to take this.
You’re right that, today, Rovo agents can’t generally perform Org Admin tasks in admin.atlassian.com. However, we do have an early access program (EAP) where we’re exploring exactly this space and making some Org Admin–oriented capabilities available to selected customers.
If you’re interested in trying this out, we’d be happy to review your site for eligibility and, if it’s a good fit, enable this for you.
We’d also really value your input on the future direction here — especially which admin workflows you’d most like to automate or simplify with agents. If you’re open to it, I’d love to set up some time to chat.
