Yes Rovo is free, there are (or will be) limitations on how many agents and executions you can do based on the plan you have.
Be aware that when you activate Rovo it will be available for you whole instance and if you are in a larger organizaton security might have some objections against using AI functionality.

Just here to confirm what Staffan said. Rovo comes for free with your Atlassian products, but you might want to check official usage quotas: Rovo usage quota > note that these are not yet enforced, but the idea is for them to be in the future.

It depends what you mean by free ?
If you don't pay for your personal account, it's not available.
It is NOT available on the free tier of Confluence, selecting to try Rovo will automatically switch you to a premium trial.

Rovo will be available to customers with a Standard, Premium, or Enterprise Cloud plan of Jira, Confluence, Jira Service Management, or Teamwork Collection.
