I was told that AI ROVO is available for both USers and GUEST USERS with some limitations , but It seems our Guest USERS cannot use the functionality _ Can anyone help ?

At the moment, Rovo AI is generally available only to licensed (paid) users, not guest users. Guests typically have limited permissions, and Rovo features respect those permissions — meaning they won’t appear or won’t function for users without the required product access.
In fact, guest users are often not billable for AI features, so Rovo capabilities such as Chat or Agents may be disabled for them even if Rovo is enabled on the site.
If your guests need Rovo access, the usual options are:
Convert them to licensed users
Grant the necessary product access (Jira/Confluence/JSM)
Verify that Rovo is enabled for the site and plan
Otherwise, this behavior is expected.
