You need to raise a support issue with Atlassian Support and provide the Trace ID.
You need to be an admin on your instance to raise a support request.
Here on the community forum we are users like you and can't access your instance.

there have been errors with site creation every now and again. There were some loops where the site actually got created in the background - you would get an email though. With the error message, I'd second @Marc -Devoteam- in contacting the Support team. They can figure out what the issue is.
