My goal is to use a ROVO agent and build charts on confluence pages. I am able to prompt the instructions, write the JQL queries that the agent needs to filter for, and choose the page it needs to edit. However, I get this error after execution- "Unable to locate JIRA server for his macro. It may be due to application link configuration"

Rovo can create Charts in Chat and with Rovo Remix (Transform content with Remix | Confluence Cloud | Atlassian Support) you'll be able to transform data in Confluence into Charts.
Creating Macros and putting in JQLs is not something Rovo can do at the moment; Rovo doesn't support most Macros.
And even if it could: Trying to get Rovo to create it exactly as you want would probably take you much more time than just simply adding it yourself :) It's a one time job as long as the JQL is flexible enough.

Today, Rovo Agents can help generate content and visualizations, but they don't reliably create and configure Jira Chart macros with JQL queries on Confluence pages. If you need a live Created vs Resolved chart, the most dependable approach is still to add the Jira macro manually and let Rovo assist with the analysis and narrative around it.

I think this is a current limitation, not a misconfiguration on your end. Agents can place the macro on the page, but the macro itself can't resolve its data source without a real user-context insertion path.
