Rovo is not available for Free users of Jira or Confluence. You need to have a minimum of Standard for Jira, Confluence or JSM to have Rovo eligible for your site. To add it, you need to:
Go to Atlassian administration
Go to Apps -> AI Settings
AI Enabled apps and select which apps need to have Rovo added
