We have a single bitbucket cloud workspace, with only some BB users actually writing code (many repos are other departments just versioning configuration files)

I want to add Rovo Dev for my developers, but not for the other teams who won't make use of it. Can I select which specific users or teams have access to Rovo Dev, or do all users who are registered in my BB workspace end up paying for a subscription?
