Setting a read-only authorization policy

Is there a way to create a "read-only" authorization policy for Jira and Confluence Cloud products?

There is no magical "read-only" button, if that's what you're asking.  You can easily create a Jira Permission Scheme that only allows "Browse Project" permission to achieve this, but you need to apply the Scheme to each Project.  You can do something similar in Confluence by setting the "View" Space permission only. Again this would need to be done to each individual Space.
