How grant access to settings such as: system, product, projects, etc. BUT NOT to user-management

I want to grant access to a user to help me manager all features with the exception of user-management and billing
Currently all the administrators role and administrators, jira-administrators also provide access to user-management as well all the settings.

@John Funk is right, just make them a Jira Administrator.
Go into admin.atlassian.com. Open the user you want to make a Jira Administrator, press the 'Grant access' button and select the Jira Administration product option.
