I’m trying to understand how software agencies, consultancies, and implementation teams handle scope changes in fixed-price, capped, or SOW-based Jira Cloud projects.

1. Where do you keep the original commercial scope or delivery baseline?
2. When a Jira issue, estimate, deadline, or acceptance criterion changes, who decides whether it is included or billable?
3. How do you record the client’s approval or rejection?
4. Which part still requires manual work across Jira, email, meetings, or spreadsheets?
