We have some Azure alerts set up for our dead letter queues in the microservice topics. If the number >0, the alert triggers. Our topics also have retry logic, so quite often the alert goes off but is resolved within 5 or 10 minutes (the intervals for data getting updated in Azure.
Can OpsGenie receive the alert but not forward it on unless it is still active after an interval? Azure sends an email when the alert is fired, and when the alert is resolved. So the fired email starts a timer, and the alert is not sent to the on-call person unless the resolved email is not received before the timer (configurable) expires.

Seems like what you need is a Notification Policy: https://docs.opsgenie.com/docs/team-policies#notification-policy
These can delay / suppress notifications for X-time. Essentially providing that buffer an alert will have before resolving itself, or notifying your users.
Notification Policies can be configured under a team's Policies tab. Note these are only included in the Standard and Enterprise plans.
Your policy might look something like this:
