If all of your user licenses are being occupied and you try to add a new user or unsuspend a user, you will not be able to, as Opsgenie will not automatically increase the license count in your instance.
When this happens, any user with the role of Owner on the account can check the number of licenses, and add more.
This can be done under Settings >> Subscription (under billing on the left-hand menu)
They can immediately see the number of licenses under the Subscription heading.
To increase the license count, the owner will first need to select the current plan (unless you want to change to a new plan):
