Welcome to the community, there are multiple ways to create an EPIC in jira. You can refer to the below shared article to understand the different ways of doing so:

The obvious answer is "Click Create, Select Project, Select Epic for the issue type".

I suspect there is a deeper question here, possibly that you can't do that because it does not offer "epic".
