I want to permanently delete my account but I am blocked by a 'last billing admin' error.
If the instance is to survive then find someone that can take on the billing contact role then remove yourself from that role.

It seems that your account is currently the only / last billing admin on a subscription or instance.
What you need to do
1. Assign another billing admin first
2. Remove yourself as billing admin
3. Delete your account again
