What rights is needed for the Jira account to connect to azure devops with the Azure DevOps for Jira

We have installed Azure DevOps for Jira (official) plug in to connect Azure DevOps. The connections is now created with a user that has product admin rights in Jira and access to Azure DevOps. However, we would rather create the connection with some system account rather than individual user as users may come and go.

The user documentation of the Azure DevOps for Jira (official) plug in mentions that the user needs to have Jira Site administrator permissions  but is it ok also to use Product Admin role (seems to work with the current person)?

But does the user account actually need any access to any of the Jira projects (Product Admins do not automatically get access to Jira projects), or is it just enough that they have Product admin role and the visibility of the Azure DevOps data in Jira does not depend on who has created the connection?
