I am curious if it is possible to take all of the issues I have in my Software Development Project and move them to a SCRUM project? There is not an obvious way to do it.

The simplest answer is to change the settings on your current project to the Scrum features you want to use.

You could also create the new project as Aron suggested with JIRA's suggested Scrum settings, and bulk move all the issues.

You can just do a bulk move of all issues into the new project. Any custom fields should be configured in the new project to not lose the data there.
