Hi,
We have a couple of issues created by an user who is no longer with the org. The issues are now assigned to active users, however we are not able to transition the issues to any other statuses in the workflow. Its stuck in Backlog.
Any help would be greatly appreciated!

Can you check if there are any conditions in the workflow transitions? Conditions control the availability of a transition to be triggered by the user. Also, do you see any kind of error messages prompted on the screen when trying to transition an issue from the backlog?
To view/edit/remove/add conditions and/or validators in your workflow transitions:
Select > Issues.
Select Workflows.
Select More (...) and then Edit next to the relevant workflow.
In diagram mode, select the transition arrow.
From here you'll be able to see the list of conditions and validators in their respective tabs if they're configured in the workflow.

Thanks @Hamza Chundrigar for the response. Couple of things, we are using Jira Cloud and am the Project Admin and not Jira Admin.
Do you think this can be done only by the Jira Admin?

That's correct — A Jira Administrator (i.e. someone with Administer Jira Global permissions) can only do this.
