Ticket content shows messy code when using Chinesse

We will have some strange symbol when there is Chinese in the ticket content like below. But sometimes we won‘t. Could anyone advise

The problem is when there is Traditional Chinese in the ticket content. Some of the charaters will not show correctly. In the first begining, I think it may be the unicode problem of my browser. It does not work if I did so.
