Can user administration be granted in Jira Cloud w/o giving global permissions?

I need help with adding/removing users but do not want to grant site-admin permissions. Is this even possible with a Cloud instance?

Hi @Sharon Connell,

To clarify, are you trying to remove users from your JIRA Instance or a project/s?

If it is just a project, a user would only require project administration permissions (on that particular project) to remove users from the project.

If you want to remove a user from the instance you will need site administrator permissions.

Hi Danny,

Thanks for your answer. I need to remove users from the instance but do not want to give site-admin access. I can't have that in a Cloud instance. I just wanted to review the question to see if I had overlooked anything.

Hi Victor - We are manually adding and removing users from our cloud instance b/c we have sister companies with their own instances of Jira. SSO shuts them out of their instances. I was hoping to give a couple of folks on Helpdesk enough access to help with user admin w/o 'giving them the keys to the kingdom'. We have learned our lesson of untrained users having too much access. Can I give someone permission to manage users w/o them being able to make global changes?

Yes you can. A project admin can manage users, edit components, versions..etc.

The JIRA admin will create roles and groups which in turn are global. So each instance will use the same created roles, groups. The project admins job is to manage users/components/versions within a project.

Project admin need not have global permissions.
