Seems to be having a issue with the final then condition: Was able to determine the issue on the then condition was permissions on the actor, have updated that, however the rule still does not run.

the rule actor (see in the rule -> rule Details)
must have the right permissions in both projects . In your case he must have Browse projects and transition issue rights.
