I'm Jira admin. We have a project with a custom permissions scheme, where users can only view and delete if they are a member of a specific group.
I have a user who is a member of the group, they can see the issue. If they click on the issue detail, they can see "Delete" in the "..." menu. However when they click on the "..." menu on the card in the Board, they can't see Delete as an option.
I've checked the Permissions Helper and they have the Delete Issue permission on the issue.
As an admin, I can see Archive and Delete on the "..." menu on the card in the board below "Edit Cover Image", but their menu ends there.
I had only set the Permissions Scheme on the project yesterday. We've waited 24 hours and done a refresh to give time for the change to propogate.
Any ideas as to why this is happening or how to solve?

I raised the problem with Atlassian Support.
The answer was that the Board was configured to include issues from another project where the user did not have delete permissions. The "..." menu on cards in the Board was then not showing the Archive and Delete menu items because the user did not have delete permissions to all issues being displayed, even though they had delete permissions on the specific issue selected.
When going into the detail view for an individual issue, then the Delete and Archive menu items did display in the "..." menu because in that context, the user did have the right permissions.
There are multiple projects included in the board filter query. In one of these projects, the user was missing the delete issue permission, which prevented them from seeing the delete option on the board. However, when the user opened the same ticket in a separate window, they were able to see the delete button. This is because, in that scenario, the system only checks the user's permissions for that specific project, rather than the configuration of the board.
Upon investigation, we have found that in the Board filter if more than one project is present the you should have delete permission on all the projects in order to delete the issue option on the board for all the tickets.
We have also raised feature request for the same:

Is this for an issue in a Company Managed project?
Have you examined the workflow for that issue type in that project to see if a workflow property has been set to limit who can delete issues of that type in that status?

Trudy, thanks for the response. It is in a Company Managed project. I created the workflow that is used for all issue types in the project and I had not set any properties on any of the statuses. I've just double checked and there are no properties set.

I have not come up with any other theories about why this may have occurred in your environment.
I recommend that you open a ticket directly with Atlassian about this. And it would be great if you report back here what you learn.
