Integration with JSM and Data Dog using Service Account

I am trying to understand how to integrate with Data Dog and Atlassian by using a service account that doesn't use a license. Currently we jump through hoops to set up a service account within (managed user account, invite, they create a password, etc.) I want to be able to use the service account functionality within Atlassian so a license is not taken up, but I can't figure it out. Mainly this is for integrations with 3rd party apps like Data Dog and others. If the service account is not meant for external integration what is it meant for? 

I don't have insight into the external apps and what my teams are doing with them so it makes this very difficult.
