Not all customers appear in the pick list for the Approval field and for adding to Watch a ticket.
I have configured the request permissions to allow sharing with "Any customer or organization, by searching this project.
How do I ensure that all customers to the service desk project are selectable for those fields?

When setting the customer permission to any customer or organization, it will show only agents and customers that are listed in the project. If they are not in the project, customers won't find them.
Customers can be approvals, they will access the option to approve in the customer portal, so is important that the request type is correctly set.
For them to appear in the user picker list, it's also important that on Jira Settings > System > Global permissions everyone has permission to Browse users and groups.
For the field Watcher, this is limited only to internal licensed users, so to set customers to receive notifications, you must add them on the Request participant field.
