how to make a request for these request types request a change, request a new account, project request with approval through rest api

Request types can be made in project settings > Request types.
After creating a request type you can assign a issuetype to it. When saved it will appear in the service desk portal.

If you want to add an approval, you can do this by editing the workflow and add a approval step. If this is for a specific issuetype, make sure to create specific workflow for that issuetype.
