what defines the "team"? Do you want everyone in your "team" to be notified or certain people? Notifications are configured in project settings > notifications. You can define who gets notified by individual, role or group. Example...
How is your's currently configured? Does it include the individuals you would want notified?
Finally, you mention "client" I just want to ensure we are talking Jira here and not Jira Service Desk.

i moved to JSD collection.
you should have your Agents (3 individuals) in a role e.g. Service Desk Team and can/should include this role under the Notifications - Create. something like this...
check if they are in a role under project settings > people.
