attach another person to issue

If I would like to attach an additional mail (except the email of the person who open the request) and make sure that all the updates regarding the problem will arrive to all of the additional emails and to the one who open the request as well.
how can I do it?

or if the user is a Customer they would be added to Request participants vs. Watchers.

but they are not registered users is jira, i want to add their personal email and it doesnt let me .
