I want to use automation to assign tickets to someone from 2 pm ET and after on Friday. I know how to select the issue type, to assign but don't know how to capture the 2 pm ET and later.

When using automation, the option for a rule to run on a specific day and time would be the “Scheduled” trigger using CRON expression.
There are some websites that create CRON expressions. The one you need would be something similar to: * * 14-23 ? * FRI *
